Friends,
This has been a full week fighting for Wyoming and standing up against the Democrats’ far left socialist agenda. In the House Committee on Natural Resources, I questioned witnesses about the Democrats’ Green New Deal and their plan to outlaw all air travel, along with all fossil fuels. I have also been working to defend our Wyoming families from Democrats’ plans to infringe on our Second Amendment rights and our freedom of speech.
Since the 116th Congress opened last month, the Democrats have been doing everything possible to avoid providing resources necessary to secure our border. Speaker Pelosi said she wouldn’t provide a single dollar to build a border wall. She also said walls are immoral. I know what is immoral is failing to secure our borders.
After shutting down the government for 35 days and refusing to come to the table to negotiate on the issue, the Democrats finally agreed this week to provide an additional $1.375 billion for a physical barrier on the southern border. This funding bill passed the House and Senate this week and President Trump signed it. While the funding provided is less than we need, President Trump will be able to use this as a down payment to continue building the wall. He also announced he will use executive authority and an emergency declaration to secure additional necessary resources.
This week I also met with Secretary of the Interior-Designate David Bernhardt and other members of the Western Caucus to discuss issues of importance to Wyoming, including addressing the National Historic Preservation Act and impediments to our oil and gas industry, as well as the soda ash royalty rate.
I was pleased to be an original cosponsor of the Cardiac Arrest Survival Act, introduced this week. This bill would save lives by encouraging businesses and public places to make automated external defibrillators (AEDs) more readily available, and protecting against any legal action connected to the use of the devices during a cardiac emergency. It’s especially crucial to support increased access in rural areas where immediate response to cardiac arrest is vital as residents may live many miles from a hospital.

Green New Deal
Democrat Congresswoman Alexandria Ocasio-Cortez posted this FAQ sheet about the “Green New Deal” on her website before facing backlash and quickly removing it. During a Natural Resources Committee hearing, I entered the FAQ into the Congressional record for transparency and to hold the Democrats accountable for their words. According to the document, the “Green New Deal” aims to eliminate all air travel, among several other outlandish proposals, which is why I asked the witnesses if they supported the deal and how they arrived at the hearing. Their responses speak for themselves.

Democrats need to be held accountable for their unrealistic, socialist policies that will harm Wyoming’s economy and most precious industry. That is why I called on Democrat leaders to hold a vote on the “Green New Deal.” Democrats need to be on record calling for the elimination of all fossil fuels.

Born-Alive Abortion Survivors Protection Act
It’s our moral obligation to do everything we can to protect the sanctity of life. We must fight every day for the most vulnerable among us, which is why I joined my Republican colleagues in the House to introduce the Born-Alive Abortion Survivors Protection Act.
Recently, we have seen Democrats introduce legislation across the country that enables the killing of babies. These far-left, extreme policies are evil and Democrat leaders in the House have remained silent while members of their party, including the Governor of Virginia, have advocated for what can only be described as infanticide. We cannot allow the Democratic Party to turn our maternity wards into killing fields. I will continue to work with House Republicans and President Trump to end the Democrats’ horrific, extremist agenda and will always fight to protect innocent human life.
This week I joined Tony Perkins from The Family Research Council on “Washington Watch” to further discuss the Born-Alive Abortion Survivors Protection Act and how crucial this legislation is to protect the most vulnerable among us. Listen here
State Mineral Revenue Protection Act
For too long, the federal government has unjustly skimmed two percent of Wyoming’s share of mineral royalties to pay for unjustified administrative costs. Our state’s mineral royalties are crucially important for our schools and communities, which is why I reintroduced the State Mineral Revenue Protection Act last week to restore the rightful 50-50 split between states and the federal government. I will continue fighting every day to ensure Wyoming receives our share of the royalty revenue generated in our state.
Equal Access to Justice Act
Over the past several years, EAJA has been repeatedly abused by environmental extremists who have used the program as their personal slush fund by filing frivolous litigation restricting access to federal land in Wyoming. These organizations are able to hide their abuse of EAJA because the law currently lacks adequate transparency requirements. That is why I joined my colleagues to introduce the Open Book on Equal Access to Justice Act, which strengthens the transparency requirements of EAJA.
Last Thursday the House unanimously passed this important bill. I hope the Senate will also be able to quickly pass this bipartisan legislation so President Trump can sign it into law.
State of the Union
President Trump recently delivered his State of the Union speech before Congress where he highlighted the importance of Wyoming’s energy industry for our nation.

President Trump has been able to steer our country back on the right track. Our economy is growing, and people are seeing more success and opportunity come their way. I support the President’s vision for expanding prosperity, opportunity and security for all Americans and I’m proud to work with him to accomplish these goals for Wyoming.

It was an honor to have Rabbi Zalman Mendelsohn accompany me to President Trump’s SOTU address as my guest. I am blessed to call Rabbi Mendelsohn and his wife Raizy my friends and humbled by their service to people all across our state.

Democrats’ Manipulation of the War Powers Resolution
The Democrats once again pulled a political stunt in the House by pushing through a deeply flawed resolution that attempted to undermine efforts to fight terrorism and aid our allies in their fight against Houthi rebels in Yemen.The Pentagon has repeatedly said that U.S. forces are not engaged in ‘hostilities’ against the Houthis in Yemen. Despite this fact, the resolution manipulates the War Powers tool and distorts the definition of “hostilities” in a transparent bid to block U.S. support to our allies. I’m proud to stand with my fellow House Republicans and the Trump Administration in opposing this resolution and the dangerous precedent that it would set.
Wyoming Visits
The Wyoming Wheat Growers Association is an outstanding organization supporting our state’s agriculture industry. It’s always a pleasure to meet with Keith Kennedy and Derek Jackson and his wife to discuss the passage of the Farm Bill and trade issues affecting wheat producers. I look forward to continuing my work with this organization that provides a voice to our Wyoming farmers.

Worland High School’s Caleb, Tatum, and Talon have done an excellent job working with the Washakie Prevention Coalition and Worland High School to prevent and reduce youth substance abuse in the community. I applaud their excellent leadership. Thank you for your hard work and bringing Wyoming values to this year’s National Leadership Forum put on by the Community Anti-Drug Coalitions of America (CADCA) in D.C.
Great meeting with Mark Pepper from the Wyoming Association of Rural Water Systems, Cody’s Earl McKinney and our 2018 Best Tasting Drinking Water in Wyoming contest winner Chuck McVey to discuss legislation vital to keeping Wyoming’s rural water systems.
The Wyoming Nature Conservancy strives to protect our treasured landscapes and wildlife for future generations of Wyoming. It was a pleasure discussing legislation important to the organization with Director Richard Garrett.

Serve Wyoming is an excellent organization that partners with private and non-profit groups to advance community service, volunteer programs and activities in each Wyoming community. Thank you to Shelly McAlpin and Melissa Amick for meeting with me to discuss their initiatives to help our state.

Thank you to everyone from the Wyoming Association of Community College Trustees for giving me an update on their efforts to help give Wyoming students the skills to meet the needs of our businesses in an increasingly technological world and sharing the federal obstacles they face.
